August 19 2012 Quezon day holiday
The Philippines will commemorate this coming August 19 2012 the 134th birth anniversary of Manuel L. Quezon. Quezon day, which this year falls on a Sunday, is a special non-working holiday in Quezon City as well as in Quezon and Aurora provinces. This is in accordance with Republic Act 6741, which was signed into law President Corazon Aquino in 1989. The full text of RA 6741 can be read here.
Quezon is the country’s second president, having served from 1935 until his death in 1944. He is the Philippines’ third longest serving leader, next to Ferdinand Marcos and Gloria Macapagal-Arroyo. Aside from being the Philippine president for much of the Commonwealth period (1935 to 1946), Quezon is also credited for promoting Tagalog as the national language.
According to the Department of Labor of Employment (DOLE), people who report for work during special nonworking holidays are entitled to get an additional of 30% to their regular hourly rate (as opposed to the “double pay” scheme during national holidays). Those who choose to stay home are not bound to get anhything “unless there is a favorable company policy, practice or collective bargaining agreement (CBA) granting payment of wages on special days even if unworked.”
As noted above, Quezon day this year falls on a Sunday, a typical rest day for most employees, with the exception of those working in the BPO industry. Those who report for work on August 19 even if it is their scheduled rest day will get an additional 30% to their special holiday pay rate (see previous paragraph). Be present in the work day before a holiday
As per DOLE’s Handbook on Worker’s Statutory Monetary Benefits (released in 2010), employees will only receive a holiday premium if “he/she is present or is on leave of absence with pay on the work day immediately preceding the holiday.”Download the 2010 handbook in this link.
PS: Malacanang has issued Proclamation 448, which makes August 20 2012 a holiday in Lucena City, Quezon. The city will be marking their 51st Charter Day anniversary on that day.
