CSC: Gov’t employees can go on official leave for PRC license renewal

Government employees can avail of a special leave once every three years for the purpose of having their Professional Regulation Commission (PRC)-issued licenses renewed. This is according to Civil Service Commission memorandum circular #20-2018 signed by then-CSC Chair Alicia Dela Rosa-Bala.

The memorandum also stipulates that the attendance of state workers in continuing professional development (CPD) courses “shall be considered on official time for purposes of meeting the required CPD units as prescribed by their respective Professional Regulatory Board.”

Nevertheless, the CSC pointed out that agency heads has the responsibility to ensure proper scheduling so as not to hamper agency operations.

All interested government employees are advised to consult the Human Resource Development Office of their agency for clarification, especially since this should not be deducted from their remaining leave credits.

PS: I earned my teaching license in December 2017 and I was able to use this special leave twice already – in January 2021 and last December 2023.
