#WalangPasok – February 1 2024 declared holiday in Camarines Norte

The Philippines would be celebrating the 161st birth anniversary of Spanish-era writer and propagandist Jose Maria Panganiban this 1 February 1863, Thursday.

The day has been declared a special non-working holiday in Camarines Norte, Panganiban’s home province. This is based on Proclamation 439 which was signed by President Ferdinand Marcos, Jr. this January.

In 1888, Panganiban left the Philippines to pursue his studies in Spain. There, he became acquianted with other reform-minded Filipinos by joining Asociacion Hispano-Filipina and La Solidaridad.

Using the pen names Jomapa and J.M.P., some of Panganiban’s works include “El Pensamiento,” “La Universidad de Manila: Su Plan de Estudio,” and “Los Nuevos Ayuntamientos de Filipinas.” He died in 1890 due to tubercolosis.

Pay Rules for the 1 February 2024 special non-working holiday

According to the 2023_edition of Department and Labor and Employment’s (DOLE)_Handbook_on_Workers_Statutory_Monetary_Benefits, the “no work, no pay” principle should be in effect during special non-working holidays.

In line with this, workers who are not required or permitted to work on February 1, 2024 in Camarines Norte are not entitled to receive any compensation unless there is a collective bargaining agreement or a company policy that implements that.

The handbook likewise highlighted that employees who work during special non-working days must receive an additional pay of 30% for every hour that they render service.
