#WalangPasok – February 2 2024 declared holiday in Ilocos provinces
Both Ilocos Norte and Ilocos Sur would be celebrating their respective foundation anniversary this 2 February 2024. The holiday would give most Ilocanos a three-day weekend because it falls on a Friday.
This is based on Proclamation 457 and Proclamation 431, respectively, which was signed by President Ferdinand Marcos, Jr. this January.
Meanwhile, February 2, has also been declared a special non-working holiday in Mabalacat City, Pampanga as stipulated in Marcos’ Proclamation 443. This is in connection with the city’s 312th foundation anniversary.
The Filipino Scribe will be updating this post if and when other local government units and other educational institutions make similar announcements for the said day.

Pay Rules for the 2 February 2024 special non-working holiday
According to the 2023_edition of Department and Labor and Employment’s (DOLE)_Handbook_on_Workers_Statutory_Monetary_Benefits, the “no work, no pay” principle should be in effect during special non-working holidays.
In line with this, workers who are not required or permitted to work on February 2, 2024 in the Ilocos provinces are not entitled to receive any compensation unless there is a collective bargaining agreement or a company policy that implements that.
The handbook likewise highlighted that employees who work during special non-working days must receive an additional pay of 30% for every hour that they render service.
