#WalangPasok – July 23 2022 to be declared holiday in Batangas?
The Philippines will be commemorating the 158th birth anniversary of hero and revolutionary leader Apolinario Mabini this July 23, Saturday.
The day is a special working holiday in Mabini’s home town of Tanauan, Batangas as stipulated in Republic Act 9430 which was signed in 2006 by then-President Gloria Macapagal-Arroyo.
As of this time, there is no announcement yet either from President Ferdinand Marcos, Jr. or from Governor Hermilando Mandanas if July 23, 2022 will be a special non-workin holiday throughout the province of Batangas.
Meanwhile, “Batangas City Foundation Day” is also celebrated on this same day although it is just designated as a special working holiday.
Pay Rules For Mabini Day – July 23, 2022
If July 23, 2022 is declared a special non-working holiday, the 2022_DOLE_Handbook_on_Workers_Statutory_Monetary_Benefits stipulates that the “no work, no pay” principle should be in effect.
This means that workers who are not required or permitted to work on Mabini Day are not entitled to any compensation unless there is a collective bargaining agreement or a company policy that provides for that.
However, if Mabini Day 2022 is declared as simply a working holiday, then no premium pay will be given for those who will report for work on this day. According to the aforementioned handbook, work performed on a special working holiday is considered similar to working on an ordinary workday.
