#WalangPasok – November 4 2021 declared holiday in Quezon Province
The Philippines will be commemorating the 180th death anniversary of Spanish-era hero Apolinario dela Cruz this November 4, Thursday. The day is a special non-working holiday in his home province Quezon as stipulated in Proclamation 1233, which Executive Secretary Salvador Medialdea signed in behalf of President Rodrigo Duterte. More famously known as “Hermano Pule,” dela Cruz made his mark in the nation’s history as one of the founders of the Confradia de San Jose. The Confradia was a short-lived religious brotherhood that was established in response to the discriminatory practice of the Catholic Church in the country to disallow Filipinos from becoming parish priests.
Dela Cruz’ repeatedly tried to have the Spanish colonial government recognize the Confradia, but his organization instead faced persecution. Forced with no other option, dela Cruz and his followers fought off the Spanish military though they were eventually defeated. Dela Cruz was captured, tried, and beheaded.
According to the 2020 DOLE handbook on workers statutory monetary benefits, the “no work, no pay” principle applies during special non-working holidays. Meaning, workers who are not required or permitted to work on special non-working days are not entitled to any compensation unless there is a collective bargaining agreement or a company policy that provides for that.
The handbook likewise highlighted that employees who work during special non-working days are entitled to receive an additional pay of 30% for every hour that they render service.
