#WalangPasok – November 4 2021 declared holiday in Bohol
The Philippines will be commemorating the 125th birth anniversary of the late former President Carlos P. Garcia this coming November 4, Thursday.
November 4 is a special non-working holiday in Bohol, Garcia’s birth place, as mandated by Republic Act (RA) 7448 which was enacted in April 1992 during the time of then-President Corazon Aquino. Click here to read the full text of RA 7448.
Osmeña served as congressman, governor, and senator prior to being elected Vice President in 1953 as the running-mate of Ramon Magsaysay. He went on to become president in March 1957 when Magsaysay was killed in a plane crash. Garcia won his own term as President by November 1957, and his administration became best known for the implementation of austerity programs and the Filipino First Policy.
Garcia’s bid for a second term was defeated by Diosdado Macapagal in 1961. Ten years later, he was elected as a delegate for the 1971 Constitutional Convention (CONCON) and was even chosen to be the CONCON’s president but he died just two weeks after taking his oath.
According to the 2020 DOLE handbook on workers statutory monetary benefits, the “no work, no pay” principle applies during special non-working holidays. Meaning, workers who are not required or permitted to work on special non-working days are not entitled to any compensation unless there is a collective bargaining agreement or a company policy that provides for that.
The handbook likewise highlighted that employees who work during special non-working days are entitled to receive an additional pay of 30% for every hour that they render service.
