#WalangPasok – November 1 2021 declared holiday for All Saints’ Day
The Philippines will be observing the annual All Saints’ Day on 1 November 2021, Monday.
The day has been declared as a special non-working holiday throughout the country as stipulated in President Rodrigo Duterte’s Proclamation 986, which he signed last year. You can read the full text of Proclamation 986 here.
Since All Saints’ Day this year falls on a Monday, it will create a three-day weekend for most Filipinos. However, because of the still-ongoing COVID-19 pandemic, local government leaders nationwide are expected to follow the lead of Manila Mayor Francisco “Isko Moreno” Domagoso in announcing the closure of cemeteries during these days to prevent mass gatherings.
According to the 2020 DOLE handbook on workers statutory monetary benefits, the “no work, no pay” principle applies during special non-working holidays. Meaning, workers who are not required or permitted to work on special non-working days are not entitled to any compensation unless there is a collective bargaining agreement or a company policy that provides for that.
The handbook likewise highlighted that employees who work during special non-working days are entitled to receive an additional pay of 30% for every hour that they render service.
