President Ferdinand Marcos, Jr. has declared 9 February 2024, Friday, as an additional special non-working holiday nationwide in connection with the celebration of the Chinese New Year.
Marcos made the announcement through Proclamation 368. It can be recalled that he had previously declared February 10, Saturday, as a holiday for the same occassion and this declaration remains.
According to the President, the additional holiday is intended to “give the people the full opportunity to celebrate the Chinese New Year and enable our countrymen to avail of the benefits of a longer weekend.”
Marcos has largely followed the “holiday economics” policy of former President Gloria Macapagal-Arroyo. According to the practice, holidays that fall during the midweek or weekend are moved to the nearest Monday or Friday to create a three-day weekend. The extra day off, the logic goes, will then encourage people to spend through domestic tourism, shopping, and the like.
Pay Rules For Chinese New Year – February 9, 2024
According to the 2020 DOLE handbook on workers statutory monetary benefits, the “no work, no pay” principle applies during special non-working holidays like Chinese New Year. This means that workers who are not required or permitted to work on February 9, 2024 are not entitled to any compensation unless there is a collective bargaining agreement or a company policy that provides for that.
The handbook likewise highlighted that employees who work during special non-working days are entitled to receive an additional pay of 30% for every hour that they render service.
