#WalangPasok – 16 November 2023 to be declared holiday in Ilocos Sur?
The Philippines will be commemorating the 133rd birth anniversary of the late former President Elpidio Quirino this November 16, Thursday.
November 16 is a special non-working holiday in Ilocos Sur, Quirino’s home province, as stipulated in President Ferdinand Marcos, Sr.’s Proclamation 1927 which he signed in November 1979. However, it is not clear if the Office of the President will follow the aforementioned proclamation or issue a new one.
Quirino served as cabinet secretary, senator, and vice president prior to becoming president in 1948 after the death of Manuel Roxas. He won his own term as President by November 1949, but his administration was plagued by the HUKBALAHAP insurgency and allegations of corruption.
Quirino eventually lost his bid for a second term in 1953 against Ramon Magsaysay, his erstwhile Secretary of National Defense.
Pay Rules For Elpidio Quirino Day – November 16, 2023
According to the 2023_edition of Department and Labor and Employment’s (DOLE)_Handbook_on_Workers_Statutory_Monetary_Benefits, the “no work, no pay” principle should be in effect during special non-working holidays like this year’s commemoration of Quirino’s birth anniversary in Ilocos Sur.
In line with this, workers who are not required or permitted to work on November 16 in Ilocos Sur are not entitled to receive any compensation unless there is a collective bargaining agreement or a company policy that implements that.
The handbook likewise highlighted that employees who work during special non-working days must receive an additional pay of 30% for every hour that they render service.
