#WalangPasok – September 15 2023 holiday in Naga City, parts of Camarines Sur

In connection with this year’s celebration of Peñafrancia Festival, 15 September 2023 has been declared as a special non-working holiday in Naga City and in 15 other towns in Camarines Sur. This will give the citizens of these areas a three-day weekend because the holiday falls on a Friday.

As stipulated in President Ferdinand Marcos, Jr.’s Proclamation 332, 15 September 2023 is a special non-working holiday in the municipalities of Bula, Bombon, Canaman, Calabanga, Camaligan, Gainza, Libmanan, Magarao, Milaor, Minalabac, Ocampo, Pasacao, Pamplona, Pili, and San Fernando.

For his part, Mayor Nelson Legacion likewise declared the said day as a special non-working holiday in Naga City through Executive Order #2023-27. Legacian also suspended classes in all levels for September 13, 14, 16, and 18 to give way to the various events scheduled in line with the Peñafrancia Festival.

Pay Rules For Peñafrancia Festival holiday – September 15, 2023

According to the 2023_edition of Department and Labor and Employment’s (DOLE)_Handbook_on_Workers_Statutory_Monetary Benefits, the “no work, no pay” principle should be in effect during special non-working holidays like the Peñafrancia Festival holiday.

This means that workers who are not required or permitted to work in Naga City and the aforementioned municipalities on September 15 are not due to receive any compensation unless there is a collective bargaining agreement or a company policy that implements that.

The handbook likewise highlighted that employees who work during special non-working days are entitled to receive an additional pay of 30% for every hour that they render service.
