#WalangPasok – September 9 2023 declared holiday in Cebu
The Philippines will be commemorating the 145th birth anniversary of the late former President Sergio Osmeña Sr. this coming September 9, Saturday.
September 9, 2023 is a special non-working holiday in the province of Cebu including all its component cities including Cebu City as mandated by Republic Act (RA) 6953. It is a special working holiday in the rest of the country.

Pay Rules For Sergio Osmeña day holiday – September 9, 2023
According to the 2023_edition of Department and Labor and Employment’s (DOLE)_Handbook_on_Workers_Statutory_Monetary Benefits, the “no work, no pay” principle should be in effect during special non-working holidays like Sergio Osmeña’s birth anniversary holiday.
This means that workers who are not required or permitted to work in Cebu on September 9 are not due to receive any compensation unless there is a collective bargaining agreement or a company policy that implements that.
The handbook likewise highlighted that employees who work during special non-working days are entitled to receive an additional pay of 30% for every hour that they render service.
