#WalangPasok – August 30 2022 declared holiday in Bulacan for Marcelo Del Pilar Day

The province of Bulacan will lead the rest of the Philippines in commemorating the 172nd birth anniversary of Spanish-era journalist and hero Marcelo del Pilar this coming August 30, 2022.

The day, which this year falls on Thursday, is a special non-working holiday in Bulacan as declared by Republic Act 7449. It was was enacted during the time of then-President Corazon Aquino.

Del Pilar is best known in Philippine history for being part of the triumvirate that initiated the propaganda movement against the Spanish colonial government from the 1880s until his death in 1896. He used the pen names “Plaridel” and “Pupdoh.”

The other leaders of the Propaganda Movement were Jose Rizal and Graciano Lopez-Jaena.

Pay Rules For Marcelo Del Pilar Day  – August 30, 2022

As mentioned in the 2022_DOLE_Handbook_on_Workers_Statutory_Monetary_Benefits, the “no work, no pay” principle should be in effect during special non-working holidays like the Marcelo del Pilar’s birth anniversary.

This means that workers who are not required or permitted to work on August 30 in Bulacan are not due to receive any compensation unless there is a collective bargaining agreement or a company policy that implements that.

The handbook likewise highlighted that employees who work during special non-working days are entitled to receive an additional pay of 30% for every hour that they render service.
