#WalangPasok – April 2 2022 declared holiday in Bataan

President Rodrigo Duterte has declared 2 April 2022, Saturday, a special non-working holiday in the province of Bataan. This is in commemoration of the 234th birth anniversary of literary giant and famed orator Francisco “Balagtas” Baltasar. Duterte made the announcement through Proclamation 1326, which can be accessed in this link.

Balagtas, who is best known as the author of the classic “Florante at Laura,” was born in 2 April 1788. Originally from Bulacan, he eventually resettled to Bataan after marrying Juana Tuiambeng, a native of the province.

As noted by Duterte in his proclamation, he eventually died in Orion, Bataan on 20 February 1862. “Florante at Laura” is a standard reading material for sophomore high school students nationwide.

Pay Rules For Balagtas Day – 2 April 2022

According to the 2020 DOLE handbook on workers statutory monetary benefits, the “no work, no pay” principle applies during special non-working holidays like the annual celebration of Francisco Balagtas’ birth anniversary.

This means that workers who are not required or permitted to work on 2 April 2022 are not entitled to any compensation unless there is a collective bargaining agreement or a company policy that provides for that.

The handbook likewise highlighted that employees who work during special non-working days are entitled to receive an additional pay of 30% for every hour that they render service.
