#WalangPasok – February 24 2022 declared a holiday in Cebu City

Cebu City will be celebrating its 85th annual Charter Day anniversary this coming February 24, Thursday. The day is a special non-working holiday throughout the “Queen City of the South” as mandated by Republic Act (RA) 7287. RA 7287 was enacted in 1992, during the term of then-President Corazon Aquino. This holiday will give most Cebuanos a rare four-day weekend because the following day is also a special non-working holiday in connection to the 36th anniversary of the 1986 People Power Revolution.

Cebu City was created through Commonwealth Act No. 58, which was approved with Manuel Quezon serving as President and Sergio Osmena Sr., a Cebuano, as Vice President. February 24, 1937 has since then been recognized as Cebu City’s foundation anniversary.

According to the website of the Cebu City government, then-Interior Secretary Elpidio Quirino represented President Quezon during the event. Quirino also served as president from 1948 to 1953.

Pay Rules For Cebu City Charter Day 2022 – February 24, 2022

According to the 2020 DOLE handbook on workers statutory monetary benefits, the “no work, no pay” principle applies during special non-working holidays like the annual celebration of the Cebu City Charter Day.

This means that workers who are not required or permitted to work on February 24, 2022 are not entitled to any compensation unless there is a collective bargaining agreement or a company policy that provides for that.

The handbook likewise highlighted that employees who work during special non-working days are entitled to receive an additional pay of 30% for every hour that they render service.
