#WalangPasok – October 29 2021 declared holiday in Angeles City, Pampanga
Angeles City in Pampanga will be celebrating the annual Tigtigan Terakan Keng Dalan festival this October 29, Friday.
The day is a special non-working holiday in Angeles City as stipulated in Proclamation 1226, which Executive Secretary Salvador Medialdea signed in behalf of President Rodrigo Duterte signed last September 29. The full text of Proclamation 1226 can be accessed here.
According to Sun Star Pampanga, Tigtigan Terakan Keng Dalan is marketed as “the biggest music, food, and street party in the Philippines.” The event is meant to highlight the Kapampangan’s resiliency in the aftermath of Mount Pinatubo’s eruption in 1990. However, because of the still ongoing COVID-19 pandemic, all events to be held in relation to Tigtigan Terakan Keng Dalan will most likely be conducted online.
According to the 2020 DOLE handbook on workers statutory monetary benefits, the “no work, no pay” principle applies during special non-working holidays. Meaning, workers who are not required or permitted to work on special non-working days are not entitled to any compensation unless there is a collective bargaining agreement or a company policy that provides for that.
The handbook likewise highlighted that employees who work during special non-working days are entitled to receive an additional pay of 30% for every hour that they render service.
